Delta Dental
Delta Dental — Dental benefits — VA Dental Insurance Program (VADIP) carrier; CCN dental network participant · deltadental.com.
What it sells
Delta Dental is the nation’s largest dental benefits provider (a not-for-profit association of 39 independent companies). Its VA roles are two, and this page does not merge them: (1) VADIP — Delta Dental of California is one of two carriers (with MetLife) for the VA Dental Insurance Program, the dental insurance the VA arranges for enrolled veterans and CHAMPVA beneficiaries — for which the VETERAN pays the full premium; and (2) the Community Care Network, where Delta presents itself as the dental network for providers in TriWest’s Regions 4 and 5 (Delta is a network participant, not the CCN prime contractor). A third layer arrived in 2025: the VA awarded Optum Serve the nationwide community-care dental network (see Optum’s page) — the layer where the OIG found $910.7 million kept.
The contract and the money
VADIP carrier (Delta Dental of California / Delta Dental Insurance Company), continued through August 31, 2027, with more than 72,000 members enrolled at renewal and 337,000+ network access points. CCN: dental network participant in Regions 4–5 (role documented on Delta’s own CCN page); no Delta-specific CCN dollar figure was found, and none is printed.
- VADIP premiums PAID BY THE VETERAN: $21.50–$45.88/month (2022, Region 1, one person) — Enhanced $21.50 / Comprehensive $36.89 / Prime $45.88 per month in the sample rating region (brochure, Jan–Jun 2022); other regions ranged roughly $18.87–$56.41. The point of printing them: in VADIP, the middleman’s customer is the veteran, paying out of pocket for the dental benefit the VA does not provide directly. (Delta Dental VADIP brochure (2022))
On the record
What the government’s own watchdogs and prosecutors have published about this company, newest first. The summaries are ours; the findings are theirs.
- DOJ and Arizona AG Break Up Dental Group’s Conspiracy to Eliminate Discounting (DOJ Antitrust) (1994) — A 1994 civil antitrust action and proposed settlement against the dentist-controlled Delta Dental Plan of Arizona over a ‘most favored nation’ clause alleged to eliminate discounting. Printed with its labels on: it is a 1994 Arizona-plan matter — not a VA, VADIP or CCN finding. No VA-specific oversight item naming Delta Dental was found in this build’s research, and this page claims none.
