Dr. Colleen M. Richardson

Every VA decision that enrolls, pays, reassesses, or discharges a family caregiver runs through her program.

Career VA psychologist (PsyD) who has led the Caregiver Support Program since the early 2020s — the national office running both the general program (PGCSS) and the stipend program (PCAFC), the Caregiver Support Line, and facility caregiver teams nationwide. VA’s 2025 regulatory filings name her as Executive Director; no successor or departure has been announced.

Accountable for: the program Thomas Bowman, Jr. has been enrolled in since July 15, 2024 — in the general, unpaid tier. His written requests of July 2024–2026 for the comprehensive program (Form 10-10CG), respite care, and the rest sit in her program’s record, unapproved. Letter No. 1 asks the Secretary for a written accounting of every one of them. Her program is where that accounting lives.

On video: caregiver-program explainers and summit content on VA channels; congressional testimony on caregiver policy.
